Waco appoints Gustavo Alba as CIO

The City of Waco, Texas, has appointed Gustavo Alba as its new chief information officer, with responsibility for technology systems, infrastructure, cybersecurity and digital services across municipal departments.
Alba will join Waco from the City of Frisco, where he is MIS technology supervisor and oversees infrastructure services. He previously served as senior manager of infrastructure and operations for the City of Dallas, supporting technology infrastructure across 42 city agencies.
“Gustavo brings a valuable combination of technical expertise, municipal experience, and people-focused leadership to Waco,” said Ryan Holt, City Manager, City of Waco.
“Technology touches nearly every service we provide, and Gustavo understands both the complexity of that environment and the importance of being a strong partner to our employees and departments.”
Alba has also held a technology leadership position with the New York City Department of Education. His experience covers large-scale infrastructure and operations, cloud environments, cybersecurity, risk mitigation, disaster recovery and technology modernisation across municipal government, public education and the private sector.
In his new role, Alba will lead Waco’s Information Technology Department and set the strategic direction for systems and services supporting city operations. He said his initial focus would be on understanding the needs of employees and departments before identifying opportunities for improvement.
“I believe strong leadership begins with listening, learning, and building trust,” Alba said. “My first priority is to understand our people, our departments, what is working well, and where we can work together to enhance services and outcomes for our community.”
Alba added that he aimed to be an approachable and dependable partner for city employees, with an emphasis on open communication, supporting staff and following through on commitments.
He will take up the position on 28 September 2026.
