Indianapolis selects new technology chief

Indianapolis has selected Kate Kotan to lead its technology agency, following her work on the city-county’s generative AI training programme and several major digital modernisation projects.

Kotan will serve as Chief Information Officer and Director of the Marion County Information Services Agency (ISA), which provides technology services to the consolidated Indianapolis-Marion County government.

She becomes the fifth woman to lead technology innovation for the city-county since 1978.

“ISA has made great progress in providing efficient, reliable, and secure technology services to the city-county,” Kotan said. “With this new role, I’m excited to build on that momentum by advancing a human-centred approach to technology, strengthening our organisational development, and accelerating change management so we can deliver modern, resilient services for every agency and resident.”

She added: “I appreciate the trust and support from the Information Technology Board, our leadership, the ISA team, and our partners as we start this new chapter together.”

Kotan previously served as ISA’s first Chief Digital Officer. In that role, she launched AI in Indy, a generative artificial intelligence training initiative intended to support the responsible adoption of the technology across the city-county government.

The programme aims to help agencies use generative AI to improve efficiency, enhance public services and strengthen engagement with residents.

Kotan also guided the modernisation of the city-county’s property appraisal management system and supported an internal reorganisation designed to improve IT service delivery.

She joined ISA in October 2020 as the city-county’s first Constituent Digital Experience Manager. Her work included migrating the indy.gov website to a new content management system and expanding e-commerce and public kiosk services.

After becoming Application Services Manager in January 2023, Kotan worked on the modernisation of geographic information system data and processes, changes to ISA’s staffing model and improvements to enterprise investments.

In 2025, she led the design and implementation of a new intranet intended to improve communication and information sharing between agencies. She also supported the redesign of the Indy Parks website and the migration of RequestIndy.
