Estonia to unify all transport modes on one platform

Estonia is moving to unify its fragmented transport system through a new nationwide Mobility as a Service (MaaS) platform, aimed at enabling seamless journey planning and ticketing across modes.

The MaaS X-Tee initiative, led by the Government Office and the Transport Administration, will establish a standardised data exchange layer connecting public transport and mobility services. Travel technology company Turnit has been selected to develop the prototype, expected by November 2026.

Currently, Estonia’s transport network operates largely in silos, with separate booking and ticketing systems across rail, bus, tram, ferry, aviation, micromobility and car rental services.

“The goal is to allow users to plan an entire journey, select suitable connections and purchase tickets through a single interface,” Turnit said in a statement.

The new platform will enable services to connect through a shared data layer, supporting integrated ticketing and improved journey planning.

In its initial phase, the system will act as an intermediary layer linking providers, with longer-term plans for shared travel rights and joint mobility products. Officials say the initiative forms part of broader public transport reform, with the aim of making sustainable travel more attractive.

The platform is also expected to support integration with international services, potentially benefiting tourism and cross-border travel.

The project is backed by Estonia’s Innovation Fund and financed through the European Union’s Cohesion Policy 2021–2027 programme.
