Former Charlotte CIO to lead Dallas technology overhaul

The City of Dallas has appointed Jeff Stovall (pictured) as its next Chief Information Officer (CIO), tasking the technology executive with leading major efforts to modernise core systems, improve cybersecurity, and integrate artificial intelligence across city services.

Kimberly Bizor Tolbert, Dallas City Manager, said Stovall’s “vision, leadership, and dedication to public service will help strengthen our city’s technology foundation and advance our commitment to innovation, efficiency, and service excellence.”

Stovall brings over 20 years of experience in public and private sector technology leadership, including more than a decade as CIO for the City of Charlotte, North Carolina.

During his tenure, Charlotte implemented a modern ERP system and drove citywide digital transformation, helping earn recognition as one of the US Top Ten Digital Cities for five consecutive years.

He also served as Senior Vice President and CIO at Abt Global, overseeing global IT, cybersecurity, and digital strategy in more than 30 countries. His work there resulted in a significant reduction in IT costs while improving integration, performance, and scalability.

His earlier career includes leadership roles with Oracle, PMMC, and Sprint Nextel, where he managed large-scale technology transformations, post-merger integrations, and enterprise modernisation efforts that delivered millions in cost savings.

Dallas officials say Stovall will take on critical work to assess, prioritise, and update legacy systems across the city, reducing technical debt and enhancing digital services. He will also lead efforts to integrate AI into operations “enhancing efficiency and data-driven decision-making while ensuring ethical AI use and maintaining public trust.”

Stovall said on Linkedin: “I’ve accepted a new CIO role in Texas! Details will follow after my start date in January. I’m excited about this opportunity and look forward to collaborating with a great team. Thank you to my friends, colleagues, and supporters during this transition. I am truly grateful for you all.”

Stovall’s appointment is effective 5 January 2026.
